All 50 states and DC allow the concealed carry of firearms. 40 states require permits and have "may issue" or "shall issue" permit laws, 9 states have constitutional carry laws but will also issue permits upon request, and Vermont has constitutional carry but does not issue permits.
May Issue to Residents Only
The state will make a judgment call about to whom to issue a concealed carry permit after the resident has completed the application and met the requirements. Only residents of the state are considered.
California and Delaware
May Issue to Residents and Non-Residents
The state will make a judgment call about to whom to issue a concealed carry permit after the person has completed the application and met the requirements. Residents and non-residents are considered.
Connecticut, Hawaii, Maryland, Massachusetts, New Jersey, and New York
Shall Issue to Residents Only
The state will issue a concealed carry permit to any resident who applies and meets the requirements.
Alabama, Colorado, Georgia, Louisiana, Michigan, Montana, and Wyoming
25 & DC
Shall Issue to Residents & Non-Residents
The state will issue a concealed carry permit to anyone who applies and meets the requirements.
Arkansas, DC, Florida, Idaho, Illinois, Indiana, Iowa, Kentucky, Minnesota, Nebraska, Nevada, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Carolina, Tennessee, Texas, Utah, Virginia, Washington, and Wisconsin
Constitutional Carry and Shall Issue to Residents Only
Residents are allowed to carry concealed firearms without a permit. However, the state will issue permits to residents who meet application requirements.
Alaska, South Dakota, and West Virginia
Constitutional Carry and Shall Issue to Residents & Non-Residents
Residents and non-residents are allowed to carry concealed firearms without a permit. However, the state will issue permits if the applicant meets the requirements.
Arizona, Kansas, Maine, Mississippi, Missouri, and New Hampshire
Constitutional Carry and Does Not Issue Permits
No permits are issued, however the state allows concealed carry.
